10. For effective protection of the rights of Bulgarian citizens and Bulgarians around the world |
The protection of Bulgarian citizens and minorities abroad, of foreign citizens of Bulgarian origin, emerged as an important component of President Georgi Parvanov’s policy. President Parvanov’s meetings with Bulgarians abroad were an inextricable part of the schedule of almost all of his visits. The opening of a Bulgarian-Moldovan university in Taraclia, by which an agreement between the two Presidents was implemented, was one of the most important events that took place during Georgi Parvanov’s term of office. Young Bulgarians who are citizens of that friendly country will study in the university.
Special attention was paid to the problems of the Bulgarian national minority during President Georgi Parvanov’s visit to Serbia and Montenegro in April 2006. Meeting with Serbia and Montenegro President Svetozar Marovic and Serbian President Boris Tadic, the Bulgarian President raised the problems and demands of the Bulgarian minority in a detailed, well-argued manner. Cross-border gatherings were resumed on the initiative of the Presidents of Bulgaria and Serbia.
President Parvanov is a staunch supporter of the creation of a network of Bulgarian cultural centres abroad.

May 28th, 2005. Tripoli. Georgi Parvanov met the five Bulgarian nurses charged on the Libyan AIDS case during his official visit to Libya. He talked to them for almost an hour and encouraged them convincing them the whole of Bulgaria is party to their fate. |

The atmosphere of relations between Bulgaria and Libya was changed in the last two years. During a state visit to Libya (May 27-28, 2005), Georgi Parvanov put forward to the Libyan leader his proposal for an action plan designed to help with the treatment of Libyan children infected with AIDS. He said he was convinced that the Bulgarian and the Libyan problem should not be opposed and that a common solution – regarding both the sentenced medics and the infected children – could be found through a concerted effort. A Bulgarian Association Promoting Bilateral Relations with Libya, which became a founding organization of an International Fund, was set up on President Parvanov’s initiative. |
